In an effort to improve the accessibility and quality of public services, Minister of Justice, Public Administration and Digital Transformation Damir Habijan on Monday, 1 September 2025, presented two key digital platforms for citizens – the mGrađani mobile app and the ‘Životne situacij’ (Life Situations) sub-portal.
mGrađani app
The mGrađani mobile app provides citizens with an additional channel for accessing digital public services.
Currently, the app offers 20 services, with plans to gradually integrate more of the 117 services already available on the e-Građani portal.
The minister underlined that the long-term goal is to make mGrađani a single mobile platform for all state-provided digital services.
The app can be downloaded from the App Store (iOS) or Google Play (Android), with activation available either directly through the app using NIAS login credentials or through a combination of mobile and desktop devices via QR code.
As of now, the platform has 22,883 registered users.
‘Life Situations’ portal
Alongside mGrađani, Minister Habijan also introduced the new sub-portal ‘Životne situacij’ (Life Situations) (https://zivotne-situacije.gov.hr), available through gov.hr as part of the Establishment of a Unified Contact Centre project.
This functionality allows users to access relevant information and e-services in one place, guiding them step by step through various administrative processes – from buying property and enrolling in kindergarten to handling family bereavement.

So far, 20 of the most common life situations have been published, grouped into six thematic areas: health; citizenship and documents; housing and environment; family and life; education; and traffic and vehicles.
A notable addition is the AI-powered chatbot, which helps users navigate procedures and identify the right e-services. “This is particularly valuable for citizens dealing with an administrative process for the first time and who are unsure of the correct steps,” Habijan explained.
Enhanced e-Citizens services
The minister also reminded citizens of recent improvements to the User Inbox within the e-Građani system. Citizens and businesses can now receive electronic messages with full legal effect, including registered deliveries previously sent by post.
Since the upgraded inbox went live on 26 June 2025, 29,379 legally binding messages have been delivered by 31 August, with 56 public bodies already using the system, eight of which issue messages with legal effect.
Minister Habijan concluded that these upgrades mark a significant step forward in modernising Croatia’s digital public administration, increasing transparency, and improving the overall user experience for citizens.
