How awful for those poor horses and their owners! Someone local is bound to know who the guy is, would hope they’d have a conscience and come forward but given they drove off instead of sticking around makes me think they won’t.
Too many people who know nothing about animals have dogs. I don’t know what the answer is. A blanket ban on dogs being off lead except in certain areas? Anything that makes it massively inconvenient for the lazy owner to have them is probably the only route that will sort the issue.
I’m an animal lover and feel terrible for the horse but honestly, I hate the “dogs out of control” comments.
Dogs should be allowed to run through forests.
You can’t come here to comment about how much you love animals and suggest only animals subservient to humans should be allowed to run free in an inherently wild place like a forest.

If you go there, why not argue that the horse owner should never have taken a horse that spooks easily into an area where it’s easy to foresee an encounter with other animals?
If you love animals, you realise every human is responsible for this – both the dog owner and the horse owner.
This will get downvoted but facts be facts.
it should be illegal to have any dog off a short lead in anything but private space of a designated dog park/exercise area. with immediate seizing and disposal of the dog and lifetime ban on ownership for the owner (as well as massive fine)
if you cant be a responsible dog owner, you should not be allowed to own dogs.
