He’s not asking for a halt in construction. He’s saying we need cleaner methods in building to reduce the annual emissions that come from building. There’s clearly a lot of emissions from construction and, as a climate change academic, he’s saying that we should be doing what we can to reduce it.
I’m sure Eamon Ryan can come up with a tax to sort this out.

The issue with the construction industry is this. Being environmentally conscious and sustainable is fundamentally unprofitable. As a contractor, why would X price a project with inclusion for good environmental control when Y won’t be? It’s all about lowest tender price so why would they take the hit? There needs to be a 3rd party environmental controls specialist up there in parallel to the PSCS to ensure all contractors are playing by the rules. The client needs to make these demands. Don’t allow the construction industry to self regulate. Leaving it to someone trying to claw % out of a project is simply not a good idea.
