Im having a hard time understanding as well…from what i gather i think vaccinated people do NOT need to present a negative pcr or rapid before flight. But still need to take it at their arrival airport
FWIW I tried checking in with my flight pass on the 21st and got rejected because I didn’t take a test. This was in the US, not sure how it is in other countries.
From what I have read, fully vaccinated passengers with proper certification do not need a COVID test for entry.

The tables there are quite clear, if you are fully vaccinated you don’t need any test.
