It is probably some form of protest against the Chinese government. Winnie the Pooh is banned there because he looks like their leader Xi Jinping.
EDIT: I see that this picture was taken in August 2010. That is the same time that [this letter](https://amnesty.no/brev-til-store) from Amnesty to then foreign minister Støre was written. The issues highlighted in the letter are very likely the same reasons that someone would be protesting China by dressing up as Winnie the Pooh at that time.
EDIT2: Someone has pointed out that Winnie the Pooh was not commonly associated with Xi Jinping in 2010, so the tourist trap photography scam is a more probable explanation.
