This excellent bit of investigative journalism was posted to /r/Edinburgh this morning, but it seems to me like something that needs to be tackled at the national level so I’ve cross posted it here.
From what I can understand, it sounds like the existing legislation makes it extremely difficult for the (presumably over-worked and under-funded) local & national government bodies to stop the “phoenixing” practice. Hopefully this and other stories gets enough attention for something to be done.

Seriosuly though, fuck these guys and this is great journalism.

If we can’t deal with blatant fraud when it’s in the middle of the capital’s most famous street, what chance do we have with online schemes etc.
