They prioritize the army. So they might not produce less fuel (of all types) than before but the army get more fuel reserves for the upcoming offensive and civilians get less fuel.

I remember my old Opel Kadett from 1987’ish would purr like a kitten if I put 95 in her. 92 and she would barely start most of the time. These days ethanol is mixed in, so what used to be premium 95 is actually 90.
