Taking a leaf from the EU school of referenda – keep asking the same question until you get the answer you want.
She’s been saying the same thing, every year, since the last referendum.
And the next one?
Not up to you Nicola though is it?
Doesn’t she have to publish the legal guidance she received, as ordered by the courts?

She can’t decide to hold a binding referendum herself. It’s quite clear that the UK government won’t give Scotland independence if a non-binding referendum was held, so holding a non-binding one would be a complete waste of time and money.
If she thought Brexit was bad, think how bad it would be if Scotland left the union

Taking this à bit further : wouldn’t taking Scotland back in the EU a bad move? That would make it the most euroskeptic nation amongst the EU…
Before the raging downvotes : I am pro scottish independance, and I myself spent 5y of my life there. I live Scotland and Scottish people (while I am neutral about haggis)
