2. NATO retaliatory messages should be easy. Announce that they are putting a no fly zone in place that will reach 75 miles into Ukraine. Anything unidentified in that space is terminated. Could also tell Russia that should another ‘accident’ occur the zone will reach to 75mile within Russia.
