  4. Disband the Swiss Army and transfer its responsibilities to the cantons. Require all Swiss residents aged 18–25 to serve one year in public service, with options including cantonal militias, Zivilschutz, Zivildienst, or other community services. Cantonal militias and civil services can collaborate or provide support to other cantons as needed.
