
My bf from South Korea came to Germany in 30.08.25 and he had his appointment at the foreigners Office yesterday. We actually planned a trip to the netherlands like 1 week ago and now we see this. What should we do? I mean could he travel with his tourist visa (90 days) without taking this permission?

You should check this with the foreigners office. I would guess you cannot travel with this in the papers, but could have exceptions because Netherlands is EU. Either way you need to contact them and maybe apply for approval to travel.

Similar situation, and as assumed, the Fiktionsbescheinigung does not invalidate your rights to travel the EU if granted via tourist visa.
The Ausländerbehörde generally does not recommend travelling outside germany with the Fiktionsbescheinigung, as youre risking not necessarily being allowed to re-enter. In this case, the tourist visa should.

To be 100% sure you should ask the Ausländerbehörde which issued the document. It might be the case that the Fiktionsbescheinigung takes priority over the 90d travel visa, and that the visa is no longer effective. This might depend on the purpose for which the Fiktionsbescheinigung was issued, which understandably you may not want to post publicly online. It’s difficult to say with any certainty what applies to his case without all of the details.
With Germany’s increased border controls, you shouldn’t rule out the possibility of document control when re-entering Germany, even from the Netherlands.
Also, it may be good to know for the future that the Fiktionsbescheinigung is only valid in combination with a passport. AND even with an Aufenthaltstitel, it is necessary to also have your passport when traveling outside of Germany, even while staying within the Shengen zone!
Although certain European ID cards suffice for EU citizens, non-citizen residents can only fly with their Passport. I almost learned this the hard way… Don’t be like me 🙂
your bf is not allowed to work or leave the country. which means, if he does anyway, he will not be allowed back in germany.
what is more important to you? your bf beign with you for one week in the netherlands or your bf being with you for i dont know how long in germany (probably more than a week, but I dont know your life tbh)
what you should do: cancel the trip to the netherlands (and go somewhere in germany if you want to go somewhere), or go to the netherlands and look for a different nation to life. those are your two options

He should be able to travel as long as his 90/180 day Schengen status is fine. The prohibition about travelling abroad is after the Schengen status ends. But in that case he would still be allowed to leave the country just he would be barred from reentering without having a visa.
You could ask at the Bundespolizei post closest to where you wanted to cross the border to be sure though.
You can only travel if the Fiktionsbescheinigung marked with Section 81, Abs. 4 AufenthG.

It clearly says not allowed to work and to travel. If your bf travels with this, it violates the terms of the residence permit. Technically no one checks this if you just travel using your own car, but you never know, and the risk will be too high. He is technically allowed to leave and visit Netherlandd by virtue of his passport, but that is also abandoning the immigration laws of Germany as he applied now to become a resident. This fiktions becomes invalid the moment he steps out. Why not wait until his card and actual befristet fiktions is issued before travelling? ABH issued this temporarily as they are still deliberating on his residence oermit and this just allows him to stay longer in germany past his regular visa.
