My name is Bastian, and I am looking for a room in Luxembourg from 27.9.25 til 28.2.26 as I got granted a Schuman Traineeship. I received this "certificate" from a person stating they are the owner of the property; however, this certificate seems very weird.

I asked CHATGPT for help, and it stated that:

  1. Official Luxembourg property/ownership certificates are typically in French, German, or Luxembourgish. This one is in English with noticeable awkward phrasing.

  2. It references Ministère du Développement durable et des Infrastructures, Département de l’environnement — this ministry deals with environmental matters, not housing property ownership. Property records are handled by the Administration de l’Enregistrement, des Domaines et de la TVA (AED) and Conservateur des hypothèques.

  3. “Laurent Mosar” is a known politician, but he is not the President of a property chamber, nor linked to property certification.

  4. Instead of clearly identifying property (address, parcel number, cadastral reference), it speaks about “individual creations” and “works” — this reads more like an intellectual property statement, not a real estate title deed.

Can anyone help me find out how legitimate this certificate is?

  1. This is 99% scam. It first says that Laurent Mosar is the director of the Office Sociale, in the signature it says he’s president of the chamber, what is it. The logo is poorly set. Everything reeks here. Sorry.

  2. Fake, all official document will have the social security number, date of birth and location in it, also once the surname is Dalmeida and beneath it is Almeida.

  3. Luxembourg Government documents are printed in color.
    The formatting is very different with a proper letterhead.

    Unless specifically requested they will not send you mail in English.

    Bar Codes aren’t used in government procedures, if so then QR codes.

    Smells, looks, feels like 100% fake

  4. This kind of certificate doesn’t even exist.

    You can ask on geoportail.lu, when you have the adress, the owners of the house/appartement

  5. A terrible Fake ! If you need to find out the owner of a property , here is the official website where you can ask for that information.

    Just enter the Adress to find the cadastral parcel for which you need the owner.

  6. I think by now you know it is a scam, but well done to you for discovering it. (Many probably fall for it).

  7. FYI, when you buy a house, the contracts are on yellowish paper, in French, and in legalese.
