You want a baby boom, then you’ve got to make having babies seem like a positive. When people can’t get ahead for themselves, see our social fabric fraying, and are given no reason to believe things will improve other than “I say they will improve,” while having *zero* results to back that statement up, bringing a child into the world is simply unfeasible.
Improve life for the people who are here *now*, and maybe they’ll be able to think about having babies.

Main Street must thrive long enough for potential parents to start to believe again they won’t be rug-pulled by future economic precarity as a prerequisite for a baby boom. The root cause of that precarity differs depending upon one’s experience and politics, but suffice to say this has been building up for so long that there is a litany of factors to choose from.
And for those who point to other times, places and cultures who had it worse in economic precarity terms and still managed to have babies at or above replacement values. Pitching a significant regression in living conditions as a prerequisite to start a family to Internet-informed and modern educated young couples is not a winning formula for a forward-looking economy.
