Dunno how much it will help since the Moldova army is so weak and they need to be able to fend of an attack soon, like in a few weeks. Upgrading the army alone will take longer time than that.
Best way to help Moldova is to use the Russia playbook and have a peace keeping force there. Be it an UN force or an EU force, and at the same time upgrading and helping the Moldova army.
Think the Korea war, but have a force in place before there are any attacks, to prevent a war. The UN force saved South Korea that barely had an army then like Moldova.
