  37. These measures will speed up the offshoring of jobs to India and similar countries.

    Specially in Software Engineering, and similar “white-collar STEM jobs” where the origin of creation can be obfuscated by having a HQ in the US, and the actual workforce offices elsewhere.

    These legislators live on a reality that was true in the 80s.
