DPS has an ethnically turkish electorate, some of them probably live in Turkey. Though not that many, it’s their money to waste.
Turkey has not reason to be pro-DPS and there are deep historical reasons for that.

It is actually ILLEGAL to do this. All election propaganda should be conducted in Bulgarian. All government documents and services in Bulgaria must be conducted in the Bulgarian language.
Equally, if you see some propaganda in English in Chicago for example, report it. It is illegal.

I support every Bulgarian citizen’s right to vote, regardless of where they are, but it is against the law to agitate for Bulgarian elections in any language other than Bulgarian.
I live in a neighborhood that consist a lot of Bulgarians, these posters have been around at least since April this year.
