People working part time or less in a minimum wage job, people doing an aprienticeship, people that have only “side gigs” with their main job being unpaid work like home care, child raising or house keeping…..
The “Grundfreibetrag” (zero taxes below that income) gets regularily adjusted for inflation reasons. Obviously, the KirchStErhebG (Kirchensteuererhebungssgesetz) doesn’t, so that lowest range gets smaller with time.
