The t-shirt logo is just the small version of the Latvian national coat of arms…… that has 21 rays?
edit: just checked and wikipedia has the number of rays wrong. awesome.
I think there has been a drift in understanding. Before current coat of arms was designed [this emblem](https://commons.m.wikimedia.org/wiki/File:Latvijas_valsts_%C4%A3erbonis_(embl%C4%93ma),_1918%E2%80%931921.jpg) was used, it had 17 and later 19 rays to match number of administrative divisions. The law on coat of arms does not call for specific number of rays, plus I tried to look up images of the coat of arms from interwar period, ended up ginding it on lats banknotes where it also had 21 rays
