they don’t have to wear it if a customer is inside, while taxi driver can drive without one even when driving alone. It’s perfectly legal
there’s a reason, there have been enough drivers attacked over the years using the belt to strangle the driver. If they have no passenger they are still supposed to wear it.
Luckily you have the British custom of not actually saying anything to anyone and just complain online.

I was a taxi driver in the Netherlands decades ago. Similar rules. If you drive around on your own you wear your seatbelt. If a customer gets jn you don’t. You’re in charge of the vehicle and the customer. If they need help or do something erratic or malicious you need to be able to deal with it quickly.

This is not only in the UK. Taxi drivers and visibly pregnant women are a pretty standard exemption.
