This is, as someone already wrote, blinkenlights jargon. It is a mishmash of German and English, heres the start:
(It) is forbidden
To poke (this) with fingers
Grabbing right in the middle
Will (cause) fuses (to) blow
And snap

This looks like something an Englishman or American would say in broken German.
This is a piece of machine and especially IT history. A lot of older admins have this still hanging around somewhere in their office. Was your grandpa in IT? We still have this printed out in our hackerspace.

Fingergrabbing and pressing the cnoeppkes from the computers is allowed for die experts only!
So all the “lefthanders” stay away and do not disturben the brainstorming von here working intelligencies.

I work a German conglomerate. We have similar signs like this as office jokes. It is written in Genglish
I love this piece, but it is mostly in English.
Basically… poking is forbidden. If your grab with your mittens(hands) it will blow a fuse and (snap?) the wires with a puff of smoke and sparks shooting everywhere.

Ist verboten: is forbidden. The rest doesn’t make any sense.
This is blinkenlights jargon. Haven’t seen this in ages. Do you have any clue on when this was made?
It is forbidden to poke with your fingers.
Grabbing the blown fuse and … (end of picture).
It’s a quite nonsensical mix of English and German.
