2. Arbitrary and capricious government conduct is a signature attribute of this government. Congress approves, and the Supreme Court will rule that this is fine.

   It makes the US a bad place to invest, destroys our energy infrastructure and makes us the laughingstock of the world but apparently that is the point of this evolution.

3. Blocking this project at 80% complete is the poster child of arbitrary and capricious.
