Yes. I carried one like this everyday for years before I switched to the more standard Swiss Army knife I have nowadays. But still, I always have a knife with me at all times.
First of all the person is wearing working clothes so I assume the knife is a tool they need for their job, so it’s fine anyways.
Secondly even if they were not that’s still fine, knifes such as the one pictured are not classed as weapons and thus can be freely bought and carried. There are essentially three considerations when it comes to knifes a) does it have a fixed blade? (if yes it’s ok, but things like butterflies etc. are not ok), b) is it doubly sharpened (if yes it’s not a knife but a dagger and thus a weapon, if no it’s fine), and lastly c) is the blade shorter than *X* cm (don’t remember the exact measurement, but essentially as long as it’s not as long as a sword you’re fine).
Edit: length requirement only applies to foldable knifes and symmetrical blades and is set at 5 cm blade length. Fixed blade knifes can have any length. Additionally blades made for throwing are considered weapons, I failed to mention those.

For example, a woodchopping axe is something you can easily buy and it wouldn’t be out of place to carry it in the woods. However, were I to go to Zurich Main station with a large Axe, I reckon that would set off some alarm bells. So not being illegal by itself it could be considered out of place, depending on circumstances, etc.

I would consider this as gefährlicher gegenstand. If you can prove you need the object, like in this case for working then you have no problems. But you can be sure, when you carry this tool on the evening when you are going to a night club, you got in trouble. Same example with the baseball bat. When you get in a controll and theres i baseball bat in your trunk, and your not on the way to train you will get in trouble. I also got once a friend who carried a knife and a pepper spray. We got controlled by the police because there was a soccer match nearby (we werent there for the soccer match), and they take away his knife and the pepper spray.

Although carrying of knives is generally acceptable and legal it’s different if the intention is to menace or weaponize it .. That term is used frequently in the legal docs. “Classed as a weapon”. Things like butterfly knives have no other purpose so are always classed as weapons and illegal . But work knives and such are not classed as weapons unless used as such.
So if the guy was heading home from work then fine.. If he was heading to a nightclub it’s questionable, maybe not illegal exactly but likely to attract attention of the authorities.
