This seems part of the LUGA exhibition. I tend to believe it has an educational and environmental purpose.
Right now, it looks like this because it’s close to the end of the blooming season, but it’s not a monstrosity
It’s part of the Luxembourg Urban Gardens project, and it looks absolutely stunning on sunny days. I was there a few weeks ago and it looked like the amount of color was never-ending:

It was not much better before summer. I often wondered why they had to plonk it right in the best place. Looks like the artist is a minecraft fan.
