You know they only put these up to try to placate the frothing idiots who say “they closed a road and I didn’t see anybody working the exact minute I passed by”. It won’t work.
They just put this up because too many people were complaining that the road was half closed but nobody was actually doing anything.
I realise you’re not looking for serious answers, but if you have a picture of the traffic management they’ve set up I might be able to answer

This isn’t very well known but most highways agency construction contractors are ex SAS and haven’t got out of the habit of operating as a stealth unit.
It causes a lot of problems but their work ethic and physical strength more than make up for it.

Near where I live there’s a “culvert” which is being repaired. A culvert is basically a tunnel / pipe going under the motor way for water / drainage which got damaged.
Because of this, you can’t see the people working as they’re actually under the road in a tunnel.
Could be something like this?
There’s one like this between Warwick and Coventry .
They’re working on the HS2 bridges and tunnels below and to the sides of the carriageway and not directly doing anything to the road itself , so need to restrict traffic above .
A few years ago near me there was a workman killed because a driver decided he could ignore a red light on a set of temporary traffic lights as there was no traffic coming the other way so he knew best. Didn’t take into account that both lights had temporarily been set to red while a workmen was working down an open manhole.
