The beginning of the first word and the ending of the third are missing. To me it looks like “…рноморка с бар…”, the first might be “черноморка”, meaning “of the black sea”.
I don’t know what this is, maybe someone can give enough context to tell, bit what I see (including some missing letters I can guess) is:
ЧЕРНОМОРКА с БАР…
First word is feminine for someone from the Black Sea then the “c” means “with” and after that, sure it starts as “bar” but it’s an incomplete word so I can’t tell what the whole thing really means.
Edit: looking a bit closer it seems that there is a dot after the “c” which changes things. It might be short form for “village” instead of “with” so it might be that the “bar” part is part of a village name

I see “..рноморка с бар..”. “рноморка” probably is “черноморка” (“from the Black sea”, also can be ” black death”, cause there is no “c” between р and к to be 100 percent “from the Black sea” ) , “c” = with , “бар..” have no idea.
Sounds like some weird road sign.

Черноморска means a woman from the Black Sea, which is a plausible name for a street. с. means village, and Бара is just the beginning of some village name. However, it could be something else.
I’m aware of two villages that start with Бара – Бараково and the now sunk village Bara, both have nothing to do with the black sea. I googled streets with that name and found some in Varna, Bulgaria, Odesa, Ukraine, and one in Russia.
Тhe full inscription is actually “Черноморка с. Бараклии”.
This refers to the Chernomorka roof tile factory from the village of Baraklii, which after 1934 was renamed Orizare. I found an official government bulletin from 1948 that lists all the enterprises nationalized after the communist takeover, and in that list the factory appears as Chernomorka, village Orizare.
So the piece you found is a fragment from that period, connected to a factory that was later taken over by the state during the wave of nationalizations.
Interestingly, I even came across an online marketplace where someone is selling roof tiles with this same inscription but unfortunately, without any photos of the actual marking.
