How is this even legal?
Not a fine, it’s a penalty notice issued instead of going to court.
I think this highlights one of the growing problems we have with the law, particularly WG law and local authorities.
EA 1996 > WG Guidance > Local authority policy.
The fact that one school can fine parents and cite the law, while others don’t just shows how far policy diverges yet still manages to carry a legal threat.
You only have to look at (sorry) the 20mph > 30mph changes to see how local authorities handle the changes has varied wildly.
Or Article 4 on 2nd homes in Gwynedd. Law> Guidance>Policy and Gwynedd are found to have not followed the law.
