It’s a very hungry fox with mange if you see it often and are able to feed it, and would like to help, you can contact Fox Angels, they will send you medicine for free that you can put in its food and it will save its life. I’ve done it with a few of our resident foxes

The dog is an ill fox, it will most likely have (more than one) parasitic infection, looks like a skin disease too. As someone above says, let a local charity know, especially if you have seen the creature in a regular place. There is a good chance they can help it.
