I think this is a good move. Maybe Ukraine can give russia a taste of what loss of energy is like and try to make an unofficial deal to avoid targeting energy. Imagine how much damage Ukraine could do if they switched to targeting power during the winter. It might cost russia even more then refinerys. The economy of each area targeting completely grinds to a halt
