I had this happen to me on multiple occasions wrt to our house in Kanton Zug.
We needed the Geh and Fahrweg Rechten for 2 m of land. What happened was that over the course of the last 60 years the cadestre changed and somebody forgot to update the right of way on a newly created small piece. So the owner said, “you can pay me 5K or we can go to court, I will lose, but you will still pay 5k. At least this way we can get this done tomorrow.”
Then a Forest Owner went against our permit because heaven forbid the poor trees suffer. They would not have been affected, but they pushed and pushed.
Finally another neighbor decided to complain because the pipes that are 2 meters underground might burst (they would not and did not).
In the end I had to fork over 100K in lawyer fees just to defend myself. My wife and I decided to sell the property and be done with it. It truly left a bitter taste in my mouth. Let’s not even begin it took 2 years to get the property signed off and completed.
I am not saying the right to complain should be removed. I am saying the local governments need to put their foot down and say, “bugger off that is just stupid.” But they don’t because they don’t want to get involved even though it is their obligation to get involved.

That sounds good until you are the one complaining and hearing from the government to “bugger off that is just stupid”….
Can’t you have sued the idiot for the harassment/profiteering?
Wouldn’t that be an ideal use case for a Rechtschutzversicherung? Instead of paying 100k in legal fees. Or is that not how they work?
