    The reason for this being the last public execution was “[t]he “hysterical behaviour” by spectators [which] was so scandalous that French President Albert Lebrum immediately banned all future public executions.”, per Wikipedia.

    I believe we have a perfectly clear answer to that question. The answer is no. There is no order without fear due to human nature.

People who commit violent crimes for fun because they have psychopathic tendencies aren’t usually any less concerned about their own suffering, it’s just their victims’ suffering they don’t care about.
