So I was wondering, we almost never see reports or footage from Russia hitting any high value target. When we got often reports of Ukraine destroying air defence, planes or commanders. Is Russia intel failing for them in the war?

Most analysts agree that the Russians do show restraint when it comes down to targeting Ukrainian senior government officials and government buildings in Kyiv. At this point after 3 years of war this isn’t failing but rather a clear intentional pattern.
What’s high value in politics can be different than what’s actually high value on the ground.
Both sides have mainly hit each other’s energy production thus far, and that’s pretty high value ahead of winter, and there’s a clear escalation ladder that is considered each time.
In Fascist Russia, high value target hits you!
My take is that yes, Russia is performing poorly and that Ukraine is way more disciplined in maintaining secrecy around militarily significant targets being hit. Ukraine is likely also helped by the reluctance of the intel community to publish information that could harm Ukraine, as the Ukraine is defending itself a genocidal fascist neighbour.
We’ll likely only get a much better understanding of the effectiveness of Russian long range strikes after the war.
