The existence of these roads is just an invitation for Russia to engage in grey-zone shenanigans.
IMHO, Estonia should proactively close stretches of road like that and rebuild the missing pieces on their own territory. In this case, it would be 4-5km, meaning 5 minutes’ extra driving.
Estonia says it’s not cause for immediate worry, though.
