Slovenia joins the PURL program to procure American weaponry for the Armed Forces of Ukraine at the expense of NATO allies. This decision was announced by Prime Minister Robert Golob during a joint press conference with NATO Secretary General Mark Rutte in Ljubljana on October 13.

Golob stressed that protecting Ukrainians is Slovenia’s obligation in the context of Russian attacks on cities and critical infrastructure.

The Prime Minister noted that the specific figure cannot be disclosed publicly, but he noted that the funds are included in the Ministry of Defence budget for 2025 and do not represent additional costs. He stressed the importance of such financial support for the defense capabilities of participating countries.

Golob stressed that Slovenia has for a long time been supplying Ukraine exclusively with defensive equipment, and the new package aligns with this policy and the principles of mutual support in security matters.

About the PURL program and its scale

On July 14, the United States and NATO reached an agreement called the Priority Ukraine Requirements List (PURL), which envisages purchasing American weapons for Ukraine at the expense of member countries. According to the NATO Secretary General, under the agreement Kyiv could receive a significant number of air defense systems, missiles, and ammunition.

According to publicly available data, Denmark allocated about 580 million Danish kroner, Sweden – about 275 million dollars, Norway – about 135 million dollars. Earlier, the Netherlands funded the first package for €500 million; Germany also participated.

In September, a NATO representative said that Ukraine had received the first military equipment provided under the agreement within PURL, and that new deliveries are expected soon.

Following a meeting with NATO Secretary General Mark Rutte on September 24, Ukrainian President Volodymyr Zelensky noted that two months after the program’s creation its volume has already surpassed $2.1 billion. Rutte stressed the importance of increasing contributions and active involvement of participating countries.

Overall, Slovenia’s participation in PURL underscores Kyiv’s commitment and strengthens the defense coalition in Europe, enabling faster delivery of modern defense systems.
