Does anyone know why authorities chose an all-new tram system over modernizing the railway? Are there technical, economic, or strategic reasons behind this decision?
Would appreciate insights from those familiar with Luxembourg transport planning

  1. Railways have to meet a ton of European requirements, whereas trams are not subject to the same type of harmonized regulatory framework.

    It’s also cheaper to run and has a more urban environment friendly footprint (width, electrical current requirements, noise, easy to implement intersections).

  2. There are limitations in the number of trains that can run on the line because the section between Luxembourg and Bettembourg is shared with trains that go to France and with cargo trains.

  3. What existing railway is there between Esch and the city? 

    Also: trams are light railway and far cheaper than running a traditional railway
