  1. Ok, I’m from the states living in the UK and damn this is a thing. Just randomly putting up the temporary traffic lights to dog a hole and leave it for 2 weeks whilst the only person you will ever see doing anything is a guy sitting in his van eating biscuits and drinking tea. Come on man!!!! We have road works in the states, sometimes endless road works depending on where you live. But it never feels as annoying as the British stuff

  3. Mostly to use up the budget so it doesn’t get cut next year.

  4. It’s not generally the council, it is the utlities and they have rights of access the council cannot override. I worked for some London boroughs and part of my job was to try and mitigate the impact of utility works by either combining their access or advising on the traffic control around the access trenches.
