I know they must bring it up otherwise the organization wouldn’t be doing its job but people who actually believe it’s possible are insane. Arresting him would be a declaration of war.

I genuinely don’t see why they’d say this? “international law” is a contradiction in terms – there’s no international sovereign with a monopoly on force, so how can it exist?
I think of how the us supreme court has historically been terrified of getting too far ahead of public opinion because they realize they can’t enforce laws with guns. Their nightmare is that that a popular president goes “lol nice rule you just said now go enforce it dweebs.” the danger is that theyd become just 9 old people in black robes that no one cares about. They can’t train people to ignore them.
The ICC is on even shakier ground. So being like “we expect Hungary to arrest the head of state of the world’s biggest nuclear arsenal” is like going out of their way to prove that they’re divorced from reality
