The German government on Wednesday said it will initiate an unscheduled expenditure to cover the salaries of around 11,000 local employees working at US bases in Germany who have been affected by the US government shutdown. Not paying people violates German labor laws. The unions were involved in this.

They have German work contracts that do not allow stop of payment during government shutdown. In the past, US was paying even during shutdown. At least in Rheinland-Palatinate, payments to the individuals are done by the German state (ADD to be precise) and they get the money in one big payment from the US
I know this type of gouvernment payment usually from cases where a company goes bankrupt and can’t pay their employees anymore. Just saying…

The headline may seem ridiculous at first, but these people would just quit their jobs otherwise and then end up on government welfare programs. So either way, the German government would foot the bill. That being said, this is not a nice thing to do to a country that hosts your military bases.

It’s a bogus misleading article. Germany is guaranteeing the pay of local (German) employees, not the salaries of U.S. soldiers stationed there. In other words, it covers the German civilians working on the bases — such as cleaning staff — who are protected under German labor law.
The issue arises because, unlike a normal employer, the U.S. government cannot easily be compelled in court to pay these workers on time.
In practice, there’s a treaty between the U.S. and Germany under which the U.S. agreed to comply with German labor laws for these employees. After the shutdown the US will likely reimburse Germany, as it is obliged to pay those salaries, and not doing so would quite frankly be an embarrassment for the US, as it would be haggling for pennies (in the grand scheme of things).
So the Muricans are in effect doing a lock-out, where they also order people to work…
Are all those workers subject to American law? I thought the point was they are subject to German law? If the employer do a lock-out in Europe, they also need to actually lock people out, or make an exception for them.
