It’s deliberate, 18 Second intrusion isn’t enough time to launch fighters , it’s posturing , need to have wide spread air defence across the whole border which at this time doesn’t exist.
If there’s no transponder signal then issue a warning and send a plane up to get a visual. If it is a Russian jet and it’s ignoring the messages, then shoot them down. If they’re legit having tech issues then let them crash back over their side of the border.
