WANA (Oct 25) – A senior Russian diplomat has said that the International Atomic Energy Agency (IAEA) Director General will no longer issue reports on Iran’s nuclear program under the framework of the Joint Comprehensive Plan of Action (JCPOA), stressing that the current situation(regarding Iran’s nuclear program) is the result of U.S. and Israeli aggression against Iran.

 

Mikhail Ulyanov, Russia’s Permanent Representative to International Organizations in Vienna, wrote on X (formerly Twitter) on Saturday: “In about three weeks, the IAEA Board of Governors will address the Iranian nuclear dossier. For the first time in 10 years, it will not be done in the light of monitoring under 2231 resolution, which ceased to exist.”

 

He added that at the upcoming meeting, the IAEA Director General will present only one report concerning the implementation of the Comprehensive Safeguards Agreement (CSA), noting that this situation is “one of the results of the aggression of Israel and the US against Iran.”

 

Iran, Russia, and China Notify IAEA of End to Resolution 2231 Mandate

Representatives of Iran, Russia, and China at the IAEA also sent a joint letter to IAEA Director General Rafael Grossi, emphasizing that with the expiration of UN Security Council Resolution 2231 on October 18, the Director General’s mandate to report on verification and monitoring under that resolution has come to an end.

 

According to Kazem Gharibabadi, Iran’s Deputy Foreign Minister for Legal and International Affairs, who shared details of the letter on X, the three countries stated that the European trio’s attempt to activate the “snapback” mechanism was illegal and that all provisions of Resolution 2231 expired on October 18.

 

Gharibabadi added: “A key point raised in the letter concerns the termination of the IAEA Director General’s reporting on verification and monitoring in light of Resolution 2231 and the JCPOA’s implementation.”

 

He explained that, according to the letter, verification and monitoring in Iran under Resolution 2231 and the JCPOA were based on the IAEA Board of Governors’ resolution adopted on December 15, 2015.

 

The operational paragraph 14 of that resolution explicitly stated that the Board would keep the matter on its agenda for 10 years or until the Director General issued a broader conclusion on Iran — whichever came first. “Therefore,” Gharibabadi concluded, “the relevant item was automatically removed from the IAEA’s agenda on October 18, and no further action is required in this regard.”
