I’m going to guess that this coincides with both the start of the “autism epidemic” as a concept people began to worry about, as well as just general conspiracism starting to take off in early 2010’s.
I’d look into what places opened or changed ownership in 2015 and 2016, especially in the cities in the data that have large numbers. I would be immediately suspicious of any of the “troubled teen” cult organizations, if they opened that year, but private mental wards changing ownership would be another possible route to pursue too.

Could stand to define what “petitions” means in this context. I’m I’ll hazard a guess authorization to use it as a treatment.
That said, there has been a resurgence of use following new studies in the early oughts and generally the stigma towards it diminishing over time. My guess is it’s probably because “One Flew Over the Cuckoo’s Nest” type sanitariums haven’t existed in ages and over prescribing of medication becoming more recognized as a problem (and now becoming more stigmatized itself).
