The Acting Minister of Foreign Affairs of Moldova, Mihai Popșoi, stated that the delay in accrediting the Russian ambassador in Chișinău is linked to «behavior that does not conform to diplomatic norms».
According to Popșoi, the situation stems from the ambassador being approved but not accredited. There is some uncertainty related to his status. He behaves as if he is already accredited, but at the same time it is necessary to take into account diplomatic customs and practice, and some of his actions do not always conform to these norms. An ambassador who has not presented his letters of credence to the head of state has limited powers.

«Bilateral relations between Moldova and Russia have been directly affected by Russia’s aggression against its friendly neighboring state – Ukraine»
– Mihai Popșoi
«As the head of Moldova’s diplomacy, I wish for us to have good relations with all countries, but we cannot remain indifferent when such horrors occur nearby that directly touch us. We hope that peace will soon return to our region and that the Russian Federation will resume fulfilling its international obligations, including the UN Charter, in accordance with international law. Until then, we must adapt to the current realities»

Context of the Event and Moldova’s Position
Diplomatic steps in Moldova underscore the impact of bilateral relations with Russia on the region in light of Russia’s aggression against Ukraine. It is also known that in February Popșoi stated that the process of accrediting the new Russian ambassador was being slowed by the Kremlin’s unfriendly statements.
This situation underscores the importance of upholding diplomatic norms and principles among sovereign states in international relations.
