The apartment has thermostats in every room plus this display in the hallway. The room thermostats has a 1-6 nob and an LED indicating if the room is being cold or heated. I would like to keep the apartment around 21C using the cold water but I can’t figure out how. I tried every button combination possible, without success. Also, what’s the system called? If I had a manual I could do some research but I can’t find a brand or model number.
Ask the landlord or facility Manager for assistance! In germany air-conditioning is not commonly used (only in highend or Business buildings). You have to turn off the heater and Open the Windows..

This seems to be a SIEMENS CLIMATIX control panel. A couple more degrees and you could grow cannabis indoors.
Jokes aside, did you try pressing the – button until your preferred room temperate is displayed?
If it is simply hot outside then there is no way of cooling it down using the heating system. You can only stop the heating and then cool your apartment down another way.
Using cold water to cool down your apartment is not hot it works usually.
Try pushing and holding the House (occupancy) button for 8 seconds. If the panel is locked, it should unlock it (will pop up and say “Open”).
