    The USA government is doing this to cast doubt on wind / renewable energy, because wind and other renewables are competition to the incumbent and enormously profitable oil and gas industry.

    The USA government is being influenced by the oil and gas industry, which largely funded the election campaign of the current potus.

    Attacking wind energy benefits the oil and gas industry and the USA government is doing it because the current administration is supported and funded by the oil and gas industry.
