    The cold hard fact that the poverty per capita in Mississippi is incredibly high as the take more in federal assistance than they pay in federal taxes.

    California on the other hand pays far more in federal taxes than they take in federal assistance, making them a donor state to poor states like Missippi.

    So Kennedy is in fact full of shit
