I have no idea why you’re bringing up the average speed as if it being under 10mph remotely justifies a 10mph speed limit. Go back to logic school.

The laws (road traffic act) don’t allow enforcement of speed limits lower than 20mph. So what’s the point if it can’t be enforced?

As an American who recently visited London, I really appreciated the “Look Both Ways” messages at intersections.
I live very near here. It’s at the south end of St Johns Street. It’s essentially the butt end of a new VERY pedestrianised area in central London.
They are doing significant renovations of the area:

Anyone doing 20 on the streets of Covent garden, or oxford street or any seriously dense pedestrianised area in any major city really shouldn’t be driving full stop, and the same applies in this location.
I didn’t hear the faff when the city made their speed limits 15 during COVID
Literally a none issue, exists on One road, for a tiny stretch, and only because they’re doing some temporary road works.
