Going to work to Denmark for 3 months as a worker

Hi,

my brother wants to come to Denmark to come to work for a short period. I read on skat, that if you work for 3 months, you won’t need to apply for a CPR but you’ll get personal tax number.

Is that all a person needs if a man is going to work here for less than a 3 months? Other than that, does he need a residence permit if he’s going to sleep on my couch let’s say?
