If it’s legitimate, they will have been informed. If not, they are going to love flexing their muscles on this. If there is no security firm working at the Kunsthalle then it would not do any harm to inform the police.
The two men are not wearing Kaffiyeh or face masks. Looking closer one is operating the scissor lift while the other is using a cleaning foaming gadget followed by a squeegee in his other hand. I would hazard a guess they are contracted cleaners within the Art gallery.
Wait..you want to call the cops because you don’t like the decorations, that’s a little bit over reacting but sure you can… 😉
It may be art as well, you never know…
Maybe did he smoke Cannabis?
