Some cities ruled it illegal, people get juicy fines if the stuff is obviously garbage (like this case here).

I have unearthed actual treasures from “zu verschenken” boxes. But for every reasonably filled box there are five that are just filled with utter trash. Half-emptied glasses of pickles, dirty table clothes. Heck, yesterday I came across a “zu verschenken” box with condoms (in the wrapper, but without the box), some hair bands and a couple of rubber thingies for headphones in it.

looks like this is the rest of something that someone dumped on the roadside, this looks like a 1€ shop decoration, something to put into a vase with LED lights to drape over. so maybe it was this and one took the vase and another took the LEDs.
Well it is. If it isn’t picked up in a reasonable time the owner must recollect it.
