Well there’s your problem. The EU considers itself Europe, so won’t see the difference.
EU invests by order of magnitude more than China in Balkans.
Germany/Switzerland is in the hearth of Europe
Europe/EU is losing evrything at this point .
* First they lost Ukraine in 2014 (first test of weakness)
* Then the migrant crisis where Europe lost control of it’s own borders.
* Later they lost the UK in 2016 with Brexit.
* Then Poland and Hungary alone openly opposed EU laws showing a week EU.
* Turkey was successfully able to blackmail the EU. multiple times
* The western Balkans were lost shifting there focus from the EU to China and Russia
* Now Belarus and Russia are openly harming EU members with the EU doing nothing.
The EU has been losing control since 2014 and they need to quickly become more active in foreign affairs. Drop the veto shit and act with a simple majority.
The EU is the best thing to happen to Europe and it’s expansion is necessary but as is the EU is looking less like a strong alliance of capable nations and more like a clown show.

Well, 17+1 format has failed to deliver expected results from CEE cooperation with China and rival EU investments so far. As for the Balkans which are referred to as heart of Europe then he seems to be right on Serbia at least there a role of China is perceived as bigger than it is in reality compared to EU which is more important for Serbia economically and culturally.
The Balkans are the appendix of Europe; possibly having had a useful function once in very distant past, but now nothing but a source of trouble.
