   So just a run of the mill nutter then?

2. Slowly we learn it’s yet another nutter, enabled by drugs which are tolerated by the state. Cannabis will be prime suspect, again.

3. Yeah weed is really not something that would cause this on its own, more likely its the harder drugs that are more prevalent in the homeless circles
